In recent years the quarrying sector has come under increasing scrutiny from the HSE, with 21 workers being killed since 2000. As a result of these concerns, the HSE are focusing on the competence of the full workforce (operative through to management) and their operational policy position is that by obtaining NVQs the workforce will be more competent and work more safely.

A lot of organisations have looked at the competence of their operatives, but not at that of their management, particularly with the HSE stating that “grandfather rights” is not as good as a NVQ-based qualification.
